two with that extra cash going toward preventing major power outages. fox5's melanie alnwick is live at pepco headquarters with details of this plan. melanie, good morning. >> reporter: good morning, allison. after the june derecho that knocked out power millions around the area, many for more than a week, the governor developed a task force, and now it appears it's talking about passing some of the cost onto customers. given the outrage among customers when pepco asked for its last rate hike, it's a good bet the proposal isn't going to be popular with the public. governor o'malley said in his executive order creating the task force that upgrades to the power grid such as burying lines are necessary and urgent.

he said the repeated and prolonged outages cause economic and health damages in the state. the governor outlined the recommendations of his tack force in a meeting with "washington post" editors and reporters. he said it would be about a dollar or two per month. it's not a done deal. the public service commission would have to approve the task force and their proposal. governor o'malley also told the "washington post" that the proposal sort of the carrot on the stick approach would ratchet up reliability standards. allison and tony? >> thank you. checking our other top stories, more occupy d.c.

protests are planned. protestors have two planned for today, this morning they'll march on the morgan's branch of bank of america. and this afternoon they plan to target several d.c. banks using sit-ins and street theater. the locations of those are still unknown. an alert for students who attend west springfield high school in fairfax county. police want them to watch out for a suspicious man. they say a female student was fondled monday night. the girl says the man approached her as she walked to her house. she got inside before he could reach her. today is international walk to school day. this is a reality every day for many students in arlington public schools. hundreds of families were notified in august their students couldn't walk the bus because they live in a

designated walk zone. nearly half the appeals of parents have been granted. a group of parents have started a petition to let their kids ride the bus again. as we mentioned, kids in more than 40 countries are taking part in walk to school day. >> while that program is an effort to raise awareness for pedestrian safety and promote physical activity. fire officials and elected officials are joining the students at local schools today. right now, it's 7:09 on this wednesday morning. another mishap on an american airlines flight. what passengers say happened minutes after takeoff. >> the government is cracking down on some over-the-counter

the airline discovered loose seats on two different planes midair. during inspection of several boeing 757's, they discovered the same problem in four other jets and attributed it to incorrectly installed clamps. they're working with the faa to deal with the slipups. a warning involving over- the-counter supplements. government investigators say some are illegally labeled and lack the recommended scientific evidence to back up their health claims. the report found problems with 20% of the products they bought online. the fda is considering asking for congress for more oversight powers. birth rates nationwide have fallen for the fourth year in a row. the decline was 1%. but something different last year, a steep decline in hispanic birth rates and a new low in teen births. analysts say the decline is proof the weak economy is causing some people to think

middle brook road. follow police direction. that's a check of your fox 5 on- time traffic. the final day of the debate preps for president obama and mitt romney. tonight at 9:00 p.m. eastern time the two will square off for the first time from the university of denver. governor romney got a lot of debating under his belt during the republican primaries of course, but he has rarely engaged in a one-on-one debate. president obama's staff is reportedly to keep the sometimes wordy president's answers brief and to the point. joining us is peter fin. good morning. wonderful to see you. our friend jim is away this week, so we are happy to welcome back jordan lieberman. good to see you again. so let's talk about it. the day is here. peter, i'll start with you.

what's the feeling going into this debate? >> i think there's a lot of anxiety, allison. these things are very tense. i'm not sure we're going to see lincoln/douglas here tonight. this is a fairly loose format and it allows both candidates some time to go into longer answers and explain things. but as you point out, especially with president obama, i think they're trying to shorten his answers, keep them pointed and i think that they're ready for a pretty tough onslaught from romney. romney knows he has to prove something, and he's going to come at the president, i think fairly hard. but i think this president gives as good as he gets. i think it will be a strong back and forth. >> jordan, what do you think? >> i think peter and i can agree mitt romney is probably losing. that means barack obama has everything to lose tonight if

he doesn't do perfectly well. he's not the best debater out there. it's mostly his inspiration and hope and change that was good, not his command of the facts. i think mitt romney knows his answers and has to play the inspirational card. >> let me ask you from the republican side, what does mitt romney need to really hit hard tonight? >> i think we want to talk about the lack of jobs. we're going to have to talk about the lack of leadership in foreign policy and mitt romney has to know his stuff and not look like the rich guy who doesn't care about the 47%. if he can do that, he's going to win the beer debate, meaning that people want to have a beer with him. people want to like him and vote for him. that's what he'll have to do tonight. >> peter, what does the president have to do? >> i'll agree a little bit with that. i think the likability factor is important for mitt romney now. if he comes across as stiff and harsh, that will rebound against him. i think the president has to

say, look, we made a good start, a good beginning, i need four more years to finish this job. i think the other thing the president has to do, he has to take it to mitt romney on his lack of a plan. he's calling for a $5 trillion tax cut. he's not telling people how he's going to pay for it. and i think that's really, really important for obama to say this is a program that, you know, without a basis in facts. so i think that the president shouldn't just take the incoming, but he should be fairly aggressive on the republican platform or lack thereof and go after him. >> got to talk about this new video that's come out now. it's really new old video, and jordan i'll ask you about it. it's from then senator obama in 2007 at what was his home church. got a lot of criticism for the church and reverend wright's

message, and also for what is being characterized as him flipping into a more southern and let's face it, black accent here. how damaging is this? >> you know, it's not as damaging as i think a lot of republicans would like you to believe. we already know this about barack obama. he can change his accent and tone. he's said crazy things before he ran for president. i think it's going to be a nice talking point. it's a lot like when the dui thing came out with george bush in 2000. it's a hiccup. i don't see it as a game changer yet. >> what do you think? >> i don't think it means a darn thing, actually. >> is the 47% still out there? that's still out there? >> i was at a school my kids went to, josh bolten and he of

targeted states where the president's campaign has put out that ad, it does seem to be playing, ohio especially, florida. with this recent comment that just came out from candidate ryan, where he talked about 30% of americans being takers, reinforced that notion. i do think it's a problem for them, because it has reinforced the basic narrative of this president as not being -- not caring that much about average people. >> we have the vice president joe biden's comments, how damaging is that? >> again, this guy says crazy things. here we go, one more thing. it's not a shock anymore. >> before we let you go, there is a call for these two gentlemen to go deeper than just the campaign slogans here. how deep will we get and how deep should we get?

that's when we start talking offscript a little bit. let me ask you. >> i think the voters want to hear more than the pat speeches and pat lines. that's what candidates usually do in the debates. this is where their comfort level is. i don't know whether we'll see much of that. i think it's up to jim lehrer. >> safe candidates, this is a safe moderatedder, i would like to see them address the fiscal cliff. i don't know if it will happen tonight. >> we're all waiting sitting on the edge of that cliff. thank you so much for being with us this week. tony, back over to you. thank you all very much. also today, it's the president and first lady's 20th wedding anniversary. because of tonight's debate, mr. obama says they'll celebrate this saturday. the obama campaign is asking supporters to sign an

accident activity, seneca highway at middlebrook road. that's a check of your fox 5 on- time traffic. we begin on the campaign trail, where the clock is ticking. both candidates will spend the day preparing to face off later tonight in the first presidential debate. >> president obama and governor mitt romney will take the stage together for the first time since 2008. tonight's debate's topic will focus on domestic issues, specifically the economy. mitt romney has given a debate preview by saying he might be willing to reduce income taxes for home mortgages. experts say this first debate is very important to both candidates in getting voters. >> the public wants to see if mitt romney is an acceptable alternative. they sort of know the president. he's the devil they know. romney is the devil they don't. they haven't made up their mind about him one way or the other right now. >> colorado has nine electoral votes up for grabs, making it a crucial state for both

candidates. there will be two more debates this month of the the second one takes place on october 16th. tells me that somehow the people down in new orleans, they don't care about as much. >> conservatives are using this 2007 video of then presidential candidate barack obama against him before tonight's debate. they say the video shows a racially charged speech by obama, who told a group of black clergy that the bush administration was incompetent in its reaction to hurricane katrina. tony, what should we expect tonight? for insight we turn to bret baier live in colorado this morning. good morning. >> reporter: good morning to you. >> curious, what might these two gentlemen be doing now? do you think they have gotten

any sleep today? >> reporter: well, i think the campaigns are hoping they got some sleep, because i think this moment is a big moment for both campaigns. the first 30 minutes, according to experts is where they make their mark. throughout the 90 minutes you can lose a debate. you really win a debate, according to most experts who look at these things, in the first 30 minutes. a lot of people are looking at this about the different ways both sides could go at this. but the bottom line is that the president will have to make it about a choice in this election, that either you choose to get off the way that he and his separation are running this -- administration are running this economy. and mitt romney will have to say it's not working now and you'll have to change horses. >> for a lot of people this will be romney's first one-on- one type debate. any clue on his approach to

make him perhaps a little looser, but within that strict box of remaining presidential? a hard line to walk, perhaps. >> reporter: yeah, really is. there are a lot of people that are weighing in. and you can imagine that governor romney is getting all kinds of advice from all sides. apparently, his wife is the biggest factor in his life. and in his debate preparation. in an interview i just heard that his first thing, when he gets off stage, he takes his piece of paper and writes on there, dad, remembering his dad, who also ran for president. and the second thing he does, is find his wife in the audience, and have eye contact. they did it 20 times in the republican primary. and i saw it personally six times. he looks for affirmation. so i think that's a big factor

for him, feeling comfortable. how he -- how aggressive he is going after the president on specific policies, i think will determine, you know, how this debate goes. >> we will all be watching. bret baier thank you for your coverage. interesting insight into that. i'll have to look for that myself tonight. thank you so much. one other note from the trail, a pennsylvania judge has delayed a controversial voter i.d. law that critics say would prevent some voters from casting their ballots. the republican governor who supported showing the i.d.s at the polls says he probably won't appeal the decision. american airlines says it knows what caused a series of midair seat malfunctions. it's looking for the problem in more jets. they say improperly installed clamps caused the seats to come

loose on three flights, two of which had to make emergency landings. they have not said where the seats were installed or who might be to blame. meanwhile, they're making progress in a standoff with its pilots. the pilots union says it will resume negotiation talks. new this morning, would you pay more for your electricity each month if it meant better service? maryland residents could be asked to do so. fox's melanie alnwick is live at pepco headquarters with details of this controversial plan. good morning, melanie. >> reporter: good morning. this all came about and really started in june, after that derecho that knocked out power to millions and left some without power more than a week. governor o'malley amenitied a task -- appointed a task force, to look at ways to improve

reliablity among the companies. it appears the force will pass the cost onto customers. given the outrage we've seen time and time again when pepco has asked for rate hikes, it's a good bet the governor's proposal won't be popular. governor o'malley said in his order that created the task force, that upgrades to the power grid, such as burying supply lines, are necessary and urgent. he said the repeated and prolonged outages cause economic and health damage in the state. he outlined the recommendations in a meeting with "washington post" editors and reporters. he said the surcharge would amount to, in his words, about a dollar or two per month. the details will be outlined in a report the task force is going to put out and publish today. but it's not a done deal. the public service commission would have to approve that

utility fee. governor o'malley also told the post the proposal, i guess in exchange for that additional surcharge, that they would basically ratchet up the -- several consumer advocacy groups have said they are opposed to the added fees that would put an additional burden on consumers. it's hard to say what the public service commission will do. we know in the past when the utility companies have asked for rate hikes, they've approved only about half of them. >> thank you, melanie. still ahead, the waiting game. the nats have one left in the regular season. one game left. but it could decide their playoff picture. >> dave ross will join us live with a look at the postseason possibilities and the rest of your morning sports headlines. sarah? >> too heavy for tv news? a small town anchor responds to a viewer who criticized her

sarah simmons is here with her story and why she says she fought back. this is very interesting. >> definitely is. we've all shared our stories, kind of behind the scenes. we get those kind of things as well, that people say about us. although this time, someone decided they were going to fight back. who we're talking about now is 37-year-old jennifer livingston. he's been a news anchor for 11 years at a station in lacrosse, wisconsin. a few days ago, she received a viewer e-mail from a man criticizing her weight, saying in part, "surely you don't consider yourself a suitable example for this community's young people, girls in particular. obesity is one of the worst choices a person can make and one of the most dangerous habits to maintain ." he

encouraged her to adopted a more healthy lifestyle. tuesday during a four minute segment, she took to the airways to respond. >> you know nothing about me but what you see on the outside. and i am much more than a number on a scale. here is where i want all of us to learn something from this. new didn't already know, october -- >> if we can actually air this louder. any way we can put the audio up higher, please? >> it is a major issue in the lives of young people today. as the mother of three young girls, it scares me to death and otherwise. and that man's words mean nothing to me. but what really angers me about this is there are children who don't know better, who get e- mails, as critical as the one i received or in many cases even worse each and every day. the internet has become a weapon. our schools -- [ no audio]
